Northamptonshire’s new mortuary is complete — but a planning change added six months and £500,000

What happened

Stepnell has completed Northamptonshire’s new purpose-built county mortuary at Riverside Business Park. The contractor describes it as the first standalone facility of its kind in England.

The building brings coronial and forensic mortuary services together on one site and is intended to reduce pressure on existing hospital facilities. It includes viewing and identification rooms, cultural washing facilities and private spaces for bereaved families, alongside specialist mortuary systems and advanced scanning technology.

The project was delivered for West Northamptonshire Council through the council’s framework partnership. University Hospitals of Northamptonshire NHS Group, Northamptonshire Coroner’s Service, Northamptonshire Police and local funeral directors were involved. RG+P acted as quantity surveyor and employer’s agent, with pHp as architect.

Stepnell says the construction challenges included working within a flood zone, protecting nearby wetlands and operating safely around overhead power lines.

The stronger commercial point sits behind the completion story. A West Northamptonshire Council report records that the main building had to be repositioned in August 2024 to comply with planning requirements. The change caused a six-month delay and increased the project cost by £500,000.

The council also records that the scope was expanded to provide body-storage and transport services for Kettering General Hospital and Northampton General Hospital, supported by a further £750,000 approved in November 2024.

The lessons matter if you price or deliver specialist healthcare, laboratory, forensic or other technically controlled buildings. They also apply to any project where planning conditions, environmental constraints or specialist end-user requirements can alter the design after the first budget and programme have been established.

If you work only on straightforward commercial fit-out or housing, you can stop here. The general lesson worth keeping is simple: confirm that the design satisfies the planning and site constraints before fixing your price and programme.

Subby Mate: if you are on the tools

The one thing: If your work involves plant or equipment near overhead power lines, ask the main contractor for the approved safe system of work before you start. Confirm the safe clearances, exclusion zones, barriers, goalposts and whether the network operator has agreed an isolation or another control measure.

  • Do not treat shrouding as proof that the line is safe. Work should first be planned to avoid live overhead lines. Where that is not possible, the controls must be based on competent advice and the clearance requirements agreed with the line owner or network operator.
  • Record the condition of specialist rooms. Before starting, photograph the room, substrates, completed services and adjacent finishes. Continue the record at the end of each shift where several trades are working in the same area. Photographs are supporting evidence and should be backed by site diaries, allocation sheets and any notices required under your subcontract.
  • Ask where you can actually work and store materials. Flood-zone and wetland controls may restrict vehicle routes, lay-down areas, refuelling, storage, muck-away and wash-out. Follow the approved logistics and environmental arrangements rather than assuming the site operates like an unrestricted commercial project.
  • Raise unavailable areas or damaged preceding work immediately. Record who was informed, when the issue arose, the labour and plant affected, and what work could not proceed. A verbal conversation on site may not satisfy your subcontract’s notice requirements.
  • Do not accept a specialist user’s request as a formal instruction automatically. Be respectful, record the request and pass it to the authorised main-contractor representative. Confirm the instruction in writing before changing the work unless an immediate safety issue requires it to stop.

If you are a subcontractor QS

  • Obtain the planning and site-constraint information at tender stage. Request the relevant planning conditions, logistics plan, environmental controls, utility information and design responsibility matrix. Price the access, storage, working methods and temporary measures that these documents actually permit.
  • Protect the design baseline. List the drawing numbers, revisions, specifications and assumptions forming your quotation. If the building, equipment or service routes are subsequently moved to meet planning requirements, that record will help demonstrate what changed and assess any entitlement under the subcontract.
  • Separate specialist commissioning attendance. Identify the testing, commissioning, demonstrations, witness testing and training included in your price. If repeated attendance, extended standby or attendance on another specialist is not included, state the limitation and provide applicable rates.
  • Do not describe every site constraint as logistics. Flood risk and wetland protection may affect permanent levels, drainage, foundations, layout, temporary works, construction methodology and site logistics. Confirm which effects sit within your design and which are being dealt with by others.
  • Define responsibility for statutory and third-party requirements. Identify each consent, approval, permit or network-operator agreement relevant to your work. Record who must obtain it, when it is required and what happens if it is unavailable on the planned date.
  • Control user-driven change. A facility serving coroners, police, hospital teams and funeral directors has several specialist user groups. That can create additional coordination and change risk, but it does not give every user authority to instruct your subcontract. Agree the formal instruction route before starting.
  • Follow the notice provisions. Photographs, meeting minutes and emails help establish what happened, but they may not preserve entitlement by themselves. Check the subcontract requirements for notifying delay, disruption and change, including the recipient, format and time limit.

If you are a main contractor QS

  • Close out planning compliance before fixing the construction baseline. The council’s records show that repositioning the mortuary to comply with planning requirements caused a six-month delay and an additional £500,000 cost. Confirm that planning conditions, approved layouts and environmental requirements are aligned with the design before agreeing the final programme and supply-chain packages.
  • Record scope growth separately from design correction. The hospital body-storage and transport requirement expanded the operational scope, while the planning-driven relocation affected the building position and programme. Keep separate records of the cause, instruction, cost and time effect of each event rather than combining everything into one general variation.
  • Assess specialist-equipment risk early. Mortuary systems and scanning technology may involve specialist suppliers, long lead times, interfaces and detailed commissioning requirements. Confirm the actual procurement route, design responsibility, manufacturing programme, payment terms, warranty position and testing obligations instead of assuming they are standard building-services items.
  • Protect advance payments where appropriate. If a specialist supplier requires significant payment before delivery, consider vesting arrangements, evidence of title, off-site material insurance and an advance-payment bond where proportionate. Confirm that any manufacturer’s warranty or collateral warranty required by the client can be provided in the correct form.
  • Map approvals onto the programme. Do not assume that every flood-zone or environmental constraint requires the same regulator or permit. Prepare a project-specific approvals schedule naming the responsible party, submission date, determination period and activity affected.
  • Establish the stakeholder instruction route. User feedback is essential on a specialist facility, but it should enter the contract through one authorised process. Make clear who can request, approve and instruct a change and who confirms its cost and programme effect.
  • Check the employer’s agent’s actual authority. RG+P acted as QS and employer’s agent on this scheme, but the precise authority to assess applications, issue instructions or approve changes depends on the contract and appointment. Confirm the authority matrix rather than relying on job titles.
  • Set the application requirements early. Agree submission dates, supporting records, valuation breakdowns and change substantiation with the contract administrator or employer’s agent. Make sure the same requirements are communicated to the supply chain so that unsupported upstream applications do not create downstream payment pressure.

Risks and what to do about them

Planning compliance moves the building or work area

Confirm the approved layout and relevant conditions before fixing the price and programme. If the design changes, issue the required notice and assess the effects against the recorded tender baseline.

Specialist scope develops after the original budget

Maintain an agreed scope schedule and design responsibility matrix. Record new end-user requirements separately and confirm whether they change design, procurement, testing, programme or operation.

Specialist equipment arrives late or cannot be commissioned

Obtain confirmed manufacturing and delivery information, identify interfaces and include commissioning, witness testing and training in the programme. Review supplier security and warranty requirements before placing the order.

Work near overhead power lines is not adequately controlled

Follow the approved risk assessment and method statement. Confirm safe clearances and controls with the line owner or network operator where required, and prevent work from starting until the safe system is in place.

Environmental restrictions cause unpriced double handling

Use the actual logistics and environmental plans when pricing. State any assumptions concerning storage, vehicle routes, wash-out, refuelling and waste removal in the quotation.

Verbal requests from specialist users become disputed changes

Record the request but route it through the authorised contractual process. Do not treat an end-user request as a payable instruction without checking authority and complying with the subcontract.
